HAVANA TIMES, April 27 – The percentage of blank or annulled ballots increased from 7.01 per cent in the 2007 partial elections to 8.91 per cent in the elections of last April 25, representing more than 731,000 persons, according to data by the National Electoral Commission (CEN).
