HAVANA TIMES, May 3 — Cuba held runoff local elections on Sunday in 2,121 voting districts where no candidate received the absolute majority of over 50% in voting the previous week. Ruben Perez, vice president of the National Electoral Council told the press that in five provinces the turnout was over 91% an hour before the polls closed.
