The Petrocaribe Energy Cooperation Agreement is more than a contract for Venezuela to supply hydrocarbons to the Caribbean islands, it is a political initiative meant to give financial and structural facilities to guarantee a direct supply to the countries of a geographic region where the hydrocarbon market, is traditionally affected by third party speculation and intermediaries.
