Raul Castro Attends Summit in Venezuela

HAVANA TIMES, Dec. 3 — The Third Summit of Latin America and the Caribbean, held yesterday and today in Caracas, Venezuela, was attended by Cuban President Raul Castro Ruz, who headed the island’s delegation.

The forum officially founded the Latin American and Caribbean Community (ECLAC), whose member countries will generate policies to promote socio-economic development, environmental protection and energy security.

The event — without the presence of the governments of the United States or Canada — was considered by the official Cuban press as “the most significant institutional event in this hemisphere in the last century.”
