Cuban vehicle registration offices processed 14,630 automobiles as of November 25, with Havana Province recording the greatest number of title transfers. The figure marks a significant increase in activity since this past October’s issuance of a law and complementary resolutions that relaxed the procedures for the transfer of vehicle ownership between individuals, which had been virtually illegal.
