The National Hurricane Center has issued warnings about a tropical depression in the Caribbean Sea, which has shown signs of organization.

Over the last 24 hours, there have been numerous rains, showers, and thunderstorms in Havana due to the influence of Hurricane Rafael.

Cubans lament that the lack of electricity and water has hindered their preparations for the hurricane at a crucial moment.

Cuba as a whole, and especially Havana, suffer from severely deteriorated infrastructure after decades of little maintenance.

High temperatures will be 29 and 30ºC (84-86 F), and lows between 22 and 25ºC (72 and 77 F). The sea surface temperature will be 28ºC (82 F).

Oscar left Cuba on Monday as a tropical storm leaving the country with its other battle, to recover from the nationwide power outage.

With the country already suffering this weekend from a nationwide blackout, conditions in Eastern Cuba are expected to deteriorate on Sunday.
